Isolationism received an enormous boost in the United States in 1934 following the investigations of the Nye Committee. Although not much came of the isolationist Senator Gerald P. Nye’s investigations as to how and why the U.S. was involved in World War I, it influenced public opinion to grow even more isolationist. It also led to Congress adopting an initiative to stay out of European affairs.
An example of this is the Pittman Resolution. This hands off and seemingly objective resolution, among other things, forbade the exports of American arms to any areas engaged in war. Also, in 1936 and 1937 Congress passed neutrality acts to keep the U.S. from becoming involved with foreign relations. These acts forbade the granting of loans to ‘belligerent’ parties, and the sales of arms to parties of the like. The isolationist acts also contained a cash-and-carry clause. This clause made it so that only those ‘belligerents’ who had the capacity to pay for and transport non-military goods would be permitted to purchase them in the U.S.
These acts did not have the impact that Congress had hoped for. They actually benefited aggressor nations. They simply made it more difficult for the ill prepared nations whom were being attacked to acquire necessary resources to fend off invading nations. These adjustments made by congress simply delayed the eventual and inevitable time for when the U.S. would have to make a decision on whether or not it would “join other democratic nations in opposing totalitarian expansion.”

If you need any details on American history from 1928 to 1945 then read David Kennedy's Freedom From Fear. It is one of the few history books out there that I actually founf fascinating and enjoyed reading. It gets you thinking: If America could change the world by setting an objective and putting all its effort into completing it in 1945, could it not do the same today?
